How do you move your cue ball.?

Exactly in the direct angle appropriate to make the object ball, sometimes with follow if I need shape on a ball on the other end of the table or Draw / Stop if my next shot is close.  

I really didn't understand your question but just know as long as I am up at the table and in control, I move the cue ball just fine......

Unless the player ahead of you scratched, the only way you can, as far as I know, is to hit it with your cue-stick and try to make a shot.

Are you talking about cue ball control? If so, there are four basic types of shots that are used to move the cue ball around the table. Stop, follow, draw, and side english. Of course speed is a factor in all of these, as well as knowing how to identify the tangent line. This topic is too complicated to explain here, so get an instructional video or book.
