  1. If you wish to do this in an organic fashion, Morning Glories are easily identified as seedlings by their "H" shaped dicotyledon, and their tap root is incredibly easy to pull up.  If you don't have time for this solution,  boiling water, vinegar of a strength > 50% are contact herbicides and are quite effective on Morning Glories (though not so much on  deep taproots like burdock.)

Lastly after planting your transports and your desirable seedlings have sprung, you can lay down a layer of newspaper, black sheets, and mulch to suppress morning glory or any other weed from coming up.

  3. You could use an herbicide such as round up. Products like this are spray on. You spray this product on the leaves and it will kill the roots of the plant. Just spray carefully as to not spray the plants in your garden that you want to keep. Then you could use a pre-emergent product like preen. This kind of product won’t kill anything so it is safe to use in a garden. This product prevents weeds from coming back as it stops seeds from germinating

  4. Either you're not getting all the root or they're going to seed before you pull them.  Spray any plant that comes up with round up and let it wither and die and then pull it, this ensures that the root is killed and that plant won't come back.
