How do you present a motion to conference? What kind of wording should it have?

I need to present a motion to the Friends of the Earth conference about overpopulation, and I can't think how to start. It should mention the environmental impact of humans, the reluctance of Governments to abandon the economic model of constant exponential growth that is unsustainable and the prospect of Peak Oil limiting our capacity to produce enough food for the current population, never mind any more mouths to feed.

Any ideas?
