How do you prove your identity if you only have 1 piece of identification?

A person, in most cases, needs two pieces of documentation to prove who they are when doing something like trying to obtain a driver's license or a passport. But what if a person:

1) has only one piece of identification, their birth certificate,

2) has lost their social security card,

3) does not have a driver's license and

4) has no other form of identification?

If a person needs two pieces of documentation to prove who they are and if a person needs two to get a social security card or passport, how can someone with only one proof of identification get out of this Catch-22-like situation?
