How do you put a 'scope' effect on pictures?

I'm not sure if that's what it's called, but I want to know how to put this effect on pictures:

As if it was taken from.. further inside the camera or something..?

thats called a fish-eyed lense. Its a special kind of lense you can buy. (sorry if I'm wrong but I'm pretty sure thats right)
