  1. If it don't have one then you will need to drill one out and put in an insert.

  2. There are many different stabilizer combinations.  On recurves that are already made to receive stabilizers, there's usually one female bushing right under the grip, one below that near the limb bolt and one near the top limb bolt.  The top and bottom stabilizer bushing might be there ot they might not be depending on the bow.  Most beginner wooden bow, like the Bullseye, only comes with one bushing right under the grip.  More advanced risers, can have up to 5 bushings.

If your bow doesn't have these on it, like the other user said, you need to drill it yourself.  You'll need to buy one of these threaded inserts that matches the thread on your stabilizer and first drill a hole and then epoxy the insert in there.  Problem with that is, just like the bushing on the Bullseye, the wood can fail and the bushing will pop out.

Now if your question is about how to arrange the stabilizer on the riser.  Then the long one usually goes in the middle.  Most shooters usually put a long 24-36" stabilizer in the middle bushing.  Some like to just have two short stabilizers(10") on the top and bottom bushings with nothing else.  Some, like myself, use a V-Bar along with the long rod.  It's all about feel, but always start with a long rod in the middle bushing, then go from there.

  3. if it does not have a predrilled and tapped place already on the bow you will have to drill a hole in the proper place and put an insert in for the stabilizer........most factory made recurves have them most custom bows don't
