How do you re-size an icon made with Animation Shop 3 so it will fit on Iconator??

I have recently made a buddy icon that is 10163 bytes and I need to re-size it so it's 7168 bytes max if I want to put it on Iconator and use it on AIM. If someone could tell me how to do this, do this for me, or tell me if this is even possible that would be great. Thanks (:
