  1. It depends on what kind of barometer it is.

    If its a homemade barometer, then the pressure is indicated by the movement of the balloon. If the straw points higher, then the pressure is higher. If the straw points lower, then the pressure is lower.

    For an aneroid barometer, the readings are given on the display usually in inches and millibars. They are good indicators of exact change in atmospheric pressure.

    For a mercury barometer, the readings are usually given on the vertical shaft. Mercury rises or falls to a certain level and indicates the measurement.
