Question:

How do you recreate the bullet-time effect?

I know about slow motion, and I can use a green screen for the background and everything... my question is not how to make it look like the camera is moving while the person is in slow motion.

My question is, how do you put the bullets in, and create the bullet-ripple trail as seen in The Matrix? Also, how do you "map" out the trails so that they don't get messed up when the camera moves?

I don't have a lot of money to spend on 3D editing programs, but any help would be appreciated. I have Sony Vegas Pro 8.

    what you are proposing to do has been done before with this program

    even if you had the money for a commercial program you would still have to do a lot of practicing and studying before you could pull it off.
