How do you reduce the unemployment levels of people who are long-term/hardcore unemployed?

I worded this quite differently in another question. Basically, how do you reduce the amount of people who are long-term unemployed.

  1. retraining. teaching new skills to the long-term unemployed.

    some of the hardcore unemployed do not have the basic skills to survive in a modern working conditions - for example, they might have been a coal miner for years and with the demand of coal reduced possibly because of more appliances used other source of energy such as gas and electric.

    by retraining them, they might be able to re-enter the workforce and get employed.
