How do you remove hypalon or pvc glue from an area that used to be patched?

If it is PVC cement, I would suggest PVC primer. It is basicly a mixture of MEK (Methy Ethyl Ketone) and acetone. Or you could try one or the other alone or even maybe fingernail polish remover. PVC primer can be purchased at a home center in the plumbing section or at a hardware store. MEK and acetone will be with painting supplies.

Be careful though, PVC primer will discolor plastics on contact and dissolve it if left long enough.
