How do you remove paint from ashphelt?

Use some paint thinner.  Maybe that will work, at least a little bit.

chip away at it with a scraper,if it is wet rub dirt on it

If you mean asphalt, you can't.  THe same thing that removes paint will remove the asphalt.  You just asphalt over it.  But the paint will show thru for a long time.
