How do you remove the recoil starter on a lawn mower?

Engine: Briggs&stratton 6hp quantum

there are 4 bolts that hold on the gas tank do i need to remove these? the recoil starter HAS HOLES AND THERE IS NO TOOL TO REMOVE SINCE IT HAS NO HEAD SO IS IT RIVETED?

You need to take the cover off of the upper part of the motor.  If the gas tank is attached to it then you will need to remove the screws and move the gas tank to the side.  The rest of the instructions are best told with pictures.  There are a lot of websites the describe and show how to replace the pull cord.  Do a Google search on words like "replace lawn mower cord" and you should turn up dozens of sites with good information.  I listed one below.  Good luck.
