  1. Contact a Wikipedian Admin. They are fairly easy to spot. Also, you can go to your preferences page on Wikipedia and select "applications". When you select the proper one, you can use it to report vandalism.

  2. You can't, really. Just revert there changes yourself, and leave them a message on their user page telling them to cool off. If it's real bad, leave a message to a prior heavy article editor who looks active. Maybe they'll either play janitor or get a moderator in to start the bannination. Perhaps you could ask in Wikipedia's IRC room if you're unsure what to do:

Also, propaganda's the eye of the beholder, and is better labeled a POV concern.

  3. what subject?

  4. You can request for semi-protection. Most vandalism on wikipedia is done by IP addresses, not registered users. Semi-protected articles can be edited only by logged in semi-confirmed users.

  5. The best place to start is on the talk page of the article. If that does not produce results, go to Wikipedia:Administrators' noticeboard and place a notice on the page that seems to deal with the problem. Without knowing the details, I would suggest Wikipedia:Administrators' noticeboard/Incidents.

No one can help you with a complaint about a "certain subject". It is important to share the exact name of the article and the nature of the "vandalism" and "propaganda". It is also helpful to cite specific edits which show the nature of the editing you object to and who is doing it. You can locate those edits in the editing history of the article. Copy the urls of the individual edits into any complaint you made so it is easy to get a sample.
