How do you request a sidewalk on a public street?

There is a busy street in Norco, CA that children are walking on everyday to go to and from school but there is no sidewalk. They literally walk along the street or on the "bike lane". I'd like to request from the city to put a sidewalk in but not sure where to start? Thanks in advance!

Have the parents as a group contact the school district, which might have funds for such improvements.  If they don't have funds, they could request the city (or even Riverside county if outside city limits) to construct the sidewalk.  Tell them it is a safety issue, because it is.  Good luck.
