  1. When he runs a auction. Put in it " Will Only Ship To Confirmed Address's.When an Item is paid for on Paypal it will tell you if the buyer is confirmed. If he isn't refund his money and re list.It really isn't fair to sellers though.Their the ones getting screwed. What sucks is that eBay owns Paypal so they kind of have a monopoly on things.Ebay lets bad sellers run auctions and when you try to get your money back through Paypal you end up getting the shaft.Your only other alternative is not to accept Paypal and take only Money orders, Certified checks or a regular check. Telling the buyer it will be sent when check clears.

  2. They confirm your bank by depositing money and you tell them how much

They mail you to confirm your address

they phone you to verify your phone

  3. It's very simple but you must have a paypal account to do it and then it is only checking the appropriate box on the sell your item page of ebay. Just have the seller look for it when they sell there next item. Below I have attached the information on it from paypal.

How do I use a confirmed address?

Question : Answer :  A confirmed address is an address that has been reviewed by PayPal and found to be safe based on information related to the address. For example, a credit card billing address is confirmed because PayPal can check that the address is the same as the address on file at the credit card company.

Sellers can use confirmed addresses to help make informed decisions when shipping goods. Sellers can be more confident in shipping goods to a confirmed address, but sellers can still ship to an unconfirmed address. An address remains unconfirmed because PayPal does not yet have enough information to confirm it.

Sellers can use confirmed addresses to meet the Seller Protection Policy. Shipping to a confirmed address on the Transaction Details Page is one requirement of the Seller Protection Policy.

  4. When you are selling an item you have to make sure to read everything. There is a place on there that requires you to hit a change button. Once you hit this you can choose buyer requirements. On all of mine you have to have a paypal account to buy from me and so on. Good luck, Ebay is a tricky place sometimes! Easy to get screwed on there!
