they are both the same file type, however you can open the picture and click on save as, under where you name the file is file type, generally you can change this between .jpg or .bmp, or .gif among others.  If you mean resize so the file is smaller you can open the picture in paint and there is a stretch/scew option you can reduce the height and width by whatever percent you want.

if you are referring to file size, this trick sometimes work.  open up your image and keep on repeating the save as function, keep on overwriting the file.  you will see that the file size goes down substantially.
