How do you restrict this website

Question

I was wondering if it was possible to block a website like http://www.youtube.com/watch?v=7GRFEiGIsDM for example. Not youtube itself just the link to the video.

if you have IE7(internet explorer) go to tool then options then the security tab. after this click on restricted sites. after that click on the sites tab under restricted sites. After that(yeah a lot of steps but you can do it) disable everything then click on add. same concept with firefox. Sorry but this will disable the site. You may be able to find a way if your on that page.
