Riding a bike with no handle bar means riding it w/o your hands holding on the handle bars.

you got to have speed, not very fast(if you're new) not very slow(you'll fall). It's all about balancing the bike with your body. let go of the handle bars slowly, try to feel that you have control on your balance. then keep paddling.
