I am afraid the first three answers are either flippant or only partially correct.  Here is the correct answer:

Happy 17th Birthday = １７才のお誕生日お目出度う（ございます）。

Juu nana sai no o tanjoubi omedetou (gozaimasu).

juu nana = 17

sai = years old

no = of

o = am honorific

tanjoubi = birthday

omedetou = Congratulations

gozaimasu = a polite ending.  you may omit this if your talking to your daughter or close friend.

17日 (jushichinichi) = 17th

誕生日 (tanjoubi) = birthday
