How do you send a message to more than one person at a time on YouTube?

On Youtube, I have gotten messages that were sent to other people besides me. At the bottom it says: This message was sent to: and has a list of usernames including mine. How can I do that?

Use the bulletins feature.  Its kinda like myspace bulletins.
