How do you send an inmate at Orleans Parish Prison a clothing package

You don't, they have clothing issued. You can only send t-shirts and socks.

I know it used to be in ND at their prison you could order them clothes from a catalogue, (maybe online now) and have them sent to the inmate.  The package will be opened and searched by prison officials first, so don't bother having it wrapped or anything.

You can always call the warden there and ask.
