How do you set rules for multiple user accounts on windows XP/Vista?

Hi,

I'm wondering, on a single PC that has multiple user accounts, the user accounts are mixed (ie, standard users and administrators), and is running XP or Vista, how to set the administrators to have small differences in privileges? For example, any administrator can remove and set passwords for or delete accounts, but how would you set a specific administrator to only have this privilege? Is there a way to elevate privileges for certain standard users as well?

  1. For Windows XP Pro, you can use the

    Start-->Run-->gpedit.msc [Group Policy Editor]

    Just view Group Settings Help file.
