How do you set up custom shipping logic in agora cart for fed ex shipments?

Shipping Policy: All orders are subject to shipping charges.  All orders are shipped Fedex.  Ground orders are $8.00.  Second Day service is $20.00.  Next Day Service is $40.00.  Ground shipping rates do not apply for Hawaii, Alaska, and Puerto Rico. Canadian Orders are subject to a $12.00 shipping charge.  International ordres are subject to a $35.00 charge. The company will notify you if the shipping charge is greater than $35.00.  Canadian and International orders much check the appropriate shipping method.  Ground, Second Day, and Next Day Service do not apply. WE DO NOT SHIP TO PO BOXES.
