How do you shine a rock?

I really want to shine landscape rocks for my friend.

get or make a rock tumbler... a barrel with sand in it that rotates and polishes the rock

Even using a lapidary tumbler, it is a long, slow process.   Plus, if you plan to use big rocks, you'll need a big tumbler.

The good news is that the machine does most of the work, but you will need to use a buffer to get that glossy finish.

If you start with river rock (already rounded and smoothed), the process will go a lot faster.
