To move the cue click and hold the left mouse button on the cue itself, then right click and drag back to add power, release the button to shoot.

Hold right (i can't remember if it's right or left, try both) click on the stick and pull back

I believe you click & drag your mouse back to shoot. (: To change the angles, just move your mouse to arrange it.
