How do you shrink the size of someone's head in photoshop cs3 extended?

I am trying to put two separate pictures into one, but one picture is a lot larger than the other.

  1. Basic instructions: Start with the picture that is larger, make a selection of the person's head using the lasso tool. Copy the selection (ctrl C) and paste it (ctrl V) into the smaller picture. It will paste in as a separate layer. While the new layer is selected, scale it down by using transform (ctrl T). Hold the shift key down while you drag the handle on the image to make it the size you want (holding shift maintains the aspect ratio). If you didn't get it cleanly cut out from its original source,  you can clean it up in the new layer.
