How do you sign up to become an exchange student?

I did a Rotary Youth Exchange for an entire year after high school.  Coming from what I've heard from other people in other exchange programs, Rotary tends to take the best care of their exchangees.

Some are only for a few weeks, but some are for a whole school year, or just one semester.
