Swoosh would be the word that I would use.

Of if it's a slow acting toilet then gurgle might work as well.

I had to ask my 9 year old son about this as it is quite obviously his area of expertise!

His suggestion (spelling it exactly as he did) was splsssssssssssssshhhhhhh gurgle gurgle gurgle.

swish, because the water swishes around in the bowl.

gurgle, if the stuff being flushed caused air pockets to exist.
