Try the Townsville council they have a support service for those with disabilities, as well as referral to other professional services which maybe needed.

To start a charity contact your local council to see what disability services are available and target area's of weakness, e.g CP Cerebral Palsy support services etc.

Contact the ATO Australian Taxation Office, who will advise you what you will need to do to start a legitimate charity, you may need to register for an ABN Australian Business Number, so you will need a name for your charity, and you will need to apply for a TGR Tax Gift Recipient? or what ever its called.
