you usually cant start one with a really popular paper, like the Washington Post in Maryland, but maybe a less popular paper that is subscription free you could go on their website [the website is written somewhere at the top of the page and is usually the paper's name with .org, .com, or .gov at the end ie: newspaper.com] and ask them to be a deliverer.

you have a good chance of getting the job because you're probably kid and kids charge a lot less than those guys who drive around in their cars and deliver papers.
