How do you start a volleyball league??

Question

There are soccer teams and baseball teams that get sposored by local buisnesses and kids in certain age groups come and play on them. I would like to start a volleyball league in my county for 4th 5th and 6th graders to help them learn about team work and the fundamentals of the game. I just do not know where to start or even how to do it. Any suggestions??

we had like 6 teams that met  on weekends and someone contacted the city and they sponsored us...
