  1. First, you don't "row" a kayak.  You paddle it.   Rowing is done in boats where you face backward, looking at where you've been, instead of where you're going.  The OARS are attached to the boat.  

    Paddles are NOT attached to the boat, and you paddle a boat facing forward.  Now that we have that straight...

    Not all kayaks come with rudders.  Not all kayaks need rudders.  Whether a kayak is a tandem or a solo, you steer in much the same way - with altering the shape of your stroke.  In a kayak with a rudder, the rudder controls are in the back seat.   The actual purpose of the rudder isn't to steer the boat.  It's to keep the boat moving in the direction you are trying to go with your strokes.  

    When you paddle with the blade in the water right next to the boat, you push it forward.  A sweep stroke is a stroke that forms an arc - out away from the edge of the boat.  If you paddle close to the boat on the left side, then take a sweep stroke on the right, the boat will go left.  If you "edge" the boat, by raising your left knee a bit, while you sweep stroke, you can turn more easily.

  3. The person sitting at the back has the pedals in front of his/her legs through which she/he can steer the kayak. Using the pedals pulls the strings attached to the rudder at the back of the kayak to which help in steering the kayak.

    Both the person need to row the kayak in tandem and rowing remains the same as in single-person kayak.
