Invest in better energy production, multi-family housing technology, and food production.  Make a better transition to a technology based economy which means less emphasis on large amounts of people to do one type of job.  Make this technology easily accessible to all families.  Get better use out of every kilometer that they can.

Push contraception and abstinence as a public service.  Offer large cash incentives and access to the best housing for every male and female to have physical contraceptive surgery.  Make it like an exclusive and decadent lifestyle which is only accessible to those who will never have any children.  An entire community of childless people with restaurants, nightclubs, casino's and such.

Pay people to have only one child a nice sum

People with two kids must get taxed.

People with more than two kids must pay a huge tax top the government every year the kid is still at home. Encourage emigration to drop the tax.

well china only allowed people to have one child and i dont think that worked too well because i think people killed their second born and i think thats wrong.

And I'm serious. That's the only way to have a huge enough effect on ANY population and still be moderately safe, especially one of that size.
