How do you summarize the short story 'Like Mexicans' by Gary Soto?

I have read this short story but I don't really see a point in it, and the part with the cats clinging on the window was confusing, can anyone help me understand it more?

I have read Soto many years ago in English class, but I do not remember much of it!
