How do you switch Unions from Local 310 to Local 860? Cleveland Ohio?

I am in the Local 310 Laborers Union and I want to switch to the Local 860 Union. Is that possible or am I stuck in the Local 310.

Call L860 and tell them you want to transfer your book to them from L310. The will let you know if they need more people on their lists and any restrictions they have.

Not sure if Laborers works the same as Boilermakers, but IBB members can transfer their book to another Local.
