How do you take notes on an outline?

I write way too much on my outline. How do I know what parts to write down? Please help!

Label your main topics with roman numerals, then your sub-topics underneath each topic using capital letters, then the sub-sub-topics as numbers, and sub-sub-sub topics as lower case letters
