How do you take out old dart points and replace with new points?

You can't but you can get grinding stones to sharpen them.

my dad i think used a pair of pliers on his nickel-tungsten darts to pull out the points and replace new ones. he hasn't showed me how but the main things to remember are to protect the barrel and be gentle in pulling and putting on the new points.
