How do you teach a sneasel ice punch then counter in pokemon "diamond"?

last time i asked they talked about it in pokemon emarald but i want it in pokemon diamond

Here is a the simplest way I've found:  

1) Catch a MALE Smeargle.

2) Using the move Sketch copy the moves Ice Punch and Counter to Smeargle's learn set (this might take some time because you need your opponent to do the moves first).

3) Breed the Smeargle with a female Sneasel.

4) TA DA!!! You have a Sneasel with Ice Punch and Counter!

Since both Smeargle and Sneasel are in the Ground Egg Group they are compatible, and Ice Punch and Counter are both egg moves for Sneasel.  The moves will pass down.

If you are looking for an opponent that knows Ice Punch just head to the Elite Four.  The fourth trainer has a Medicham that knows Ice Punch.  Any wild Wobbuffet should have the move Counter.

*I used this technique to get my Ninetales to have the grass move Energy Ball (comes in handy when fighting any water or ground type opponents)
