There are radar test-sites available, for both military and commercial radar testing.

They have targets of various shapes, sizes, and materials.  with the proper test procedures (changing range, changing antenna orientations on various targets, changing frequency and power levels if appropriate, etc.) one may determine the probability of detection and accuracy.
