Google used to have an application that (anonymously) did it but they discontinued it (probably because it was anonymous).

There is an application on facebook that you can put in your profile that lets others send texts to you from inside facebook.

Yahoo Messenger has a feature that allows you do send a message . Actions > Send SMS

If I log into my cell phone provider's website I can send text messages from inside my account (I use Sprint). I bet other providers offer similar services.

You generally can send an e-mail to the cell phone provider's e-mail to SMS address.

For example, if a user is on AT&T Wireless, you can send an e-mail to {number}@txt.att.net (where {number} is the 10-digit phone number of the AT&T Wireless customer, digits only) and they will get your e-mail as a text message.
