will effect community corrections? Will it or will not have a drastic impact on it?

When you compare the public sentiment on public funding of other issues, socialized medicine for everyone, free education, additional increases in welfare expenditures, there is not much left in the public pocket book for community corrections. Interestingly enough, crime and punishment does not seem to be a major concern of our presidential candidates.

  1. The correct spelling is "all intents and purposes".

Otherwise - You seem to have answered your second question.  The obvious answer to the first question is that the more programs people demand, the more they are going to have to give up (e.g., income taxes) to get those things.  A bad economy = less people working = less tax revenue = budget deficits for government programs.
