it really depends on where's these people are living, it's quite obvious how you can help people in your own city, but if you're thinking about people in places like the third world countries, it's an other story completely.

You see, third world countries are rich places, abundant in resources, and many of these countries have the capacity to feed their starving people and the children we always see digging for food in trash on commercials. But plutocracies, in other words a government run by the rich such as this one and traditionally oppressive European states, force the third world into buying overpriced, unnecessary goods while exporting huge portions of their natural resources. so as an individual you can't really deal with that problem, in any other way than contributing with the money you make.

Stop giving them welfare and help them with their drug problem.  Their reliance on both of these things will guarantee that they will continue to be needy and unable to provide for themselves.

This question is so general it is difficult to answer, but here are some ideas.

If the person is a bum on the street, they may want to be that way. Many of the homeless are out there because they do not want any responsibility in their lives.

For them, I have bought them food, bought them cigarettes and booze, that's really what they want. If you give them money, they will buy those things.

If it is a person that is not homeless and is just going through a tough time in their lives, give them some money or food. Be careful though. Be sure they are just having a difficult time and not using you to buy drugs, alcohol, gambling habit, or just plain lazy. If you help people like that by giving them money, you are only enabling them to continue this type of lifestyle.

One example of helping someone that i did was a man in a diner was talking about how he could not get a job because he had no schooling (I am talking nothing past junior high) I overheard him and told him that a good job with benefits that does not require schooling is a janitor at a school. He applied and another time I was in the diner I saw him and he was very happy and loving his job.

I have been in situations where I did not have any money and never stole anything, even when I had some tough times with four children in tow, I found places that helped me. Stealing is not OK, even when you are having hard times, it says something about ones character.

There are many organizations out there that help people in need. Give to those organizations if you want to help. Like the guy that rings the bell in front of stores around Christmas time. They are the Salvation Army and have helped me before.

Also, I agree with the previous post that suggests volunteering your time.

I have volunteered in many organizations and it is very rewarding.

This a very great question indeed.

Such peculiar worries haunt me also. That is why, people like you and me are not holding any high positions in Government to help remove such things (imbalances) in society.

I fully agree with you that people who are not able to earn and who are without money resort to stealing even though they very well know that they may be caught and the consequences will be bad. We should pity them because they find no other alternative to subsist.

Even though the Governments in power in Centre as well as in the States have introduced many schemes to remove joblessness and to remove poverty, it is not found to be sufficient. There is job guarantee these days.

You look at this from another angle. There is a saying that "prosperity and wealth automatically come to a person who is industrious." Such people who are not having money should themselves know that they can earn money only if they come out of laziness and do some hard work. But they prefer to enjoy without doing any work (leave aside hard work) and trying to find some easy methods.

We can't take care of all the people on the planet solve all their problems, but we can do what we can as an individual.  If you personally know someone who needs money, either give them some or help them find a way to get some.  If you can't do either one, at least love and encourage them the best you can.  Love solves the problems that we cause each other.  Love is the answer to all human problems.
