some kind of mini Y!A that you have to be in until you can prove somehow that you give good answers and ask real questions. then you graduate to the REAL Y!A. maybe.

that's true, but if that sort of system existed, the first Y!A would be very similar to the one we have now. so surely there would still be a number of valid answers to choose from if one was in an emergency.
