you can in only some games, the games that have it you go to controller option and turn it off, not all game shave it tho

Press the guide button- Personal Settings- Vibration.

Or what I did was open up the controller and pull out the two motors.

They aren't soldered onto the board so they can be plugged back in at anytime.

Press the guide button -> Personal Settings -> Vibration -> and uncheck the box that says enable vibration.
