  1. you have to make sure that the PC is capable of wake on lan and it is usually in the bios. enable that and make sure your PC is set to standby, hibernate etc.. which ever keeps your NIC card lights on. what wake on lan is looking for is a data bit patch sent from another pc telling the MAC address that it needs to wake up and not waking up any other PC that don't need to be wake up.

  3. Those are in your BIOS settings.

    When you first turn on your computer, it will give you an option to go into set up by pressing DEL or F1, F2, F12, the button varies depending on the computer manufacturer, but in those boot settings you find the wake on lan options.

    If you're on a mac, it's in the Energy Saver options in System Prefrences under "Wake for ethernet network administrator access".
