How do you unlock all the Horse power on any car engine or remove the government code on your any car engine.?

I once say this guy on youtube.com talk and explain on how to unlock the horse power on his Toyota Corolla S and it work and my friend from work did it too but he didn't told me how. all I heard and I saw that you can remove the government code on your engine. so if any body can tell me how and know how please tell me and how will it affect my engine. thank you a lot for you help.

im not sure how to take the govt code out or w.e but if i were trying to supe up a carolla, i would put a cold air intqke, and a cat back exhaust.. then new headers.. but its a carolla dude.. want power? get a muscle car lol they come stock with alot of hp and the mods lik the ones i listed above will jus make it all the better
