  1. You really don't want to do this unless you change the circuit breaker also.  A dryer is to be the only appliance on that double pole breaker.  If you don't have a dryer and want to convert the the 240V outlet to two 120V outlets, first change the double breaker to two single 15A or 20A breakers.  Then remove the dryer outlet and run the black and white wires to one outlet and the red and white wires to the second outlet.  There is only one white wire so it will have to run to both outlets.  Also connect the green or bare copper wire (if available) to the ground on both outlets.  The black or red goes to the shorter slot on the outlet, the white goes to the longer slot on the outlet and the ground goes to the round hole on the outlet.

  2. You will have to take  the hot wires off the 2 pole breaker in the panel , get a single 15 or 20 amp breaker ,

Take the white wire from the dryer wire in the panel and place it with the other whites on the neutral bar and take one of the black wires from the dryer wire and place it on the single breaker. if all you have is 3 wires total ( 2 blacks and ground) tape one of the black wires white and use that as your neutral, Im saying all these asuming you are no longer usuing the dryer plug if you still are using it you will just need to run a new wire to the plug you want to put in

You must have a breaker box or fuse panel that is where you need change the wiring
