How do you work your way up to to a Lt., captain, or Sgt.?

Comply with the qualifications.  To promote to a higher position usually requires experience at a lower rank. The order would be something like Patrol Officer, then Sergeant or Detective, then Lieutenant and then Captain.  There's a written and/or oral examination for each level and of course the advanced position has to be open.

the same way you work your way up in any organization..

Brown-nose, backstab and play the system. Dont worry about taking care of the needs of the public and dont bother trying to earn respect and show leadership qualities. None of that matters

All you have to do is prove that you deserve to have command. Show that you have the talent to lead.
