How do you write a business promotion congratulatory letter?

Question

I'm attempting to write a business congratulatory letter to send out to (newly promoted) inviduals. It's supposed to be somewhat of a "brown-nose"ing letter, offering them congratulations on behalf of my company (and perhaps the result of doing this will benefit my company). I've tried google and yahoo and the few results i do get back are of little to no help. Any suggestions? Please.... :o)

well think about what you would want to hear from upper management.

-good work

-your efforts have been recognized

-look forward to see how you grow in your new position based on your past performance

-in a challenging economic environment it's people like you that make the difference

-and bla bla bla
